San Mateo Sewer Lateral Cost Sharing Program

The program usually starts in the 2nd half of the year (around June or July) and the money in the fund only lasts a few months before it runs out. The fund only has a limited amount of money each year, so it’s important to act fast once the City opens the program. Once you submit your application, it’ll likely take one to two weeks to review your application and all paperwork.

Residents should submit an application via email, mail, fax, or by physically dropping of the application at City Hall. The San Mateo City Hall is located at 330 West 20th Avenue, San Mateo, CA 94403. There are some requirements for the application. Mostly importantly the application and estimates from plumbing companies must be approved prior to the replacement of your full sewer lateral. You cannot hire a plumbing company and do the work first and then afterwards contact the City of San Mateo to get reimbursed. The Sewer Lateral Cost Sharing Program will not apply retroactively. The City also will not cover partial sewer lateral replacements or what is commonly referred to as “spot repairs”.

Follow these steps if taking advantage of the Cost Sharing Program:

Step 1:

The property owner needs to submit an application to the City (email/mail/fax/drop-off). The application can be found on the City’s website.

Step 2:

The property owner must contact a minimum of three licensed plumbing contractors and obtain written estimates for full sewer lateral replacement. All estimates must be submitted to the City for review and approval. It’s important to consider the City only reimburses 50 percent of the lowest bid up to a maximum of $5000

Step 3:

Once the formal estimate/s have been approved, the property owner can proceed with the full lateral replacement and get the work done. When the sewer line replacement is completed, applicants must submit the reimbursement request form for the Cost Sharing Program and return it to the City along with all of the required paperwork and documentation.

Step 4:

The property owner has up to three months from the acceptance date into the Cost Sharing Program to complete the work of the full sewer lateral replacement; INCLUDING submitting the reimbursement paperwork before the application is voided. Reimbursement paperwork can be found on the City’s website.

Sump Pump Maintenance

Test your sump pump regularly to make sure it will operate when the next big downpour occurs. Test it by pouring a bucket of water into the sump pit. The pump should turn on, remove the water from the pit and shut itself off in a matter of seconds. Ensure that the float and the check valve move freely. If they don’t, you’ll need to adjust the configuration and remove any debris blocking them.

It’s important to clean your sump pit, remove any dirt, sand, gravel and other debris to increase the pump’s efficiency and prolong its life. Ensure that the discharge line opening is free of obstructions so that water can be pumped through the line and out of your basement or crawlspace. Sump Pump Replacement and Repair

Like any equipment with moving parts, sump pumps will wear out over time and will need to be replaced. There is no general rule on how often a sump pump should be replaced since it depends on how often the pump operates.
